Cherry Hill, NJ Rental Inspections: Inspection Programs (2026)

Section 15-70 requires that "no person, group of persons, association, partnership, business or corporation... who owns, manages, conducts or operates a dwelling unit, shall rent, lease, let, sublet or permit the same to be occupied or re-rented by another without first securing from the Township Construction Official or his/her designee a Certificate of Occupancy," and the Article expressly reaches Section 8, ARHAT and low/moderate income rental housing plus apartments, houses, duplexes, condominiums and townhouses. To issue the certificate, § 15-71.1 requires the unit to comply with the Township Residential Property Maintenance Code, the New Jersey State Housing Code (N.J.A.C.

5:28), the Uniform Construction Code, and the New Jersey Hotels and Multiple Dwellings Act, with inspection of the interior, exterior and all common areas. A Rental Housing Inspection Checklist is maintained by the Department of Community Development (§ 15-71.2), and inspections are carried out by the Cherry Hill Township Housing Inspector (§ 15-74.1). The fee is $65.00, covering the initial inspection, with an additional $65.00 for each reinspection, payable before the inspection occurs (§ 15-73). The Township disclaims liability for defects not noted in a visual inspection report (§ 15-76).

Separately, Article XI requires an exterior property inspection on every sale or resale of Township property, with a $100.00 fee and escalating reinspection charges of $0 (first), $25.00 (second) and $30.00 (third and beyond), plus a $20.00 late fee surcharge after 30 days unpaid (§ 15-77).
