Summary
Las Vegas requires annual Code Enforcement inspections of converted non-transient lodging properties, old motels and hotels now rented long-term as apartments, and bars renting vacant units that haven't passed inspection.
It is the intent of the City, through its Code Enforcement Section and other designated City staff, to inspect each converted non-transient lodging property at least once per calendar year. The purpose of such inspection is to determine whether the premises comply with all applicable ordinances and codes, including without limitation those relating to public nuisance, life safety, construction, zoning, health and licensing.
Official source re-checked September 7, 2026: no newer edition of the code had been published (publisher’s edition: Code of Ordinances: Supplement 61).
Full Breakdown
LVMC Chapter 16.22 targets buildings built before 1981 that once operated as motels or hotels but now function as long-term, apartment-style rentals with at least four units (often carrying the city's 'H11' business-license code). The Code Enforcement Section inspects each covered property at least once per calendar year for nuisance, life-safety, construction, zoning, health and licensing compliance, giving the owner or manager at least 24 hours' notice except where advance notice would defeat the purpose of the inspection. Inspection frequency can be increased after noncompliance, and the City may condition renewal of the property's business license on quarterly inspections.
Violations & Fines
Renting or allowing occupancy of a vacant unit before it passes its required annual inspection is a misdemeanor punishable by up to a $1,000 fine or 6 months in jail, prosecutable criminally or civilly, and repeat violations can trigger business-license discipline or revocation of the property's land-use entitlement.
