San Antonio, TX Rental Inspections: Inspection Programs (2026)

Code of Ordinances Sec. 6-66 establishes the Apartment Inspection Program to target multifamily complexes with five or more dwelling units, including mixed-use complexes, whose owners are not maintaining minimum Code standards and have let health, life, welfare or safety problems develop. Program points accrue from uncorrected violations under specific SAPMC sections such as rodent harborage, structural members, stairways, doors, smoke alarms and electrical hazards, after the owner gets a 10-day notice and fails to cure. Sec. 6-68 enrolls a property once it collects three or more program points within a contiguous six-month period; a property can also be enrolled directly by the Building Standards Board.

Once enrolled, the owner must register with the city within 10 days of notice, pay an assessed entry fee within 30 days, and designate a property manager who is physically present during scheduled inspections and reachable 24/7 for emergencies. Sec. 6-71 authorizes the Code Official to inspect the entire premises at least monthly, covering common areas, appurtenances and infrastructure plus at least 5 percent of dwelling units (minimum two units), with habited-unit inspections requiring at least 10 days' advance request. A complex stays enrolled a minimum of six months and graduates under Sec.

6-72 only after fixing all original violations and receiving no more than two program points over six contiguous months; re-enrollment within four years doubles the minimum stay to one year.
