Section 22-509 of the Skokie Village Code requires the Village to conduct regular property inspections of every building that contains a Residential Rental Unit. Compliance with the inspection program feeds directly into the Village's incentive structure: an owner whose property is found substantially in compliance with all applicable ordinances, codes, and regulations for three consecutive years of inspections has the annual registration fee waived going forward under Section 22-506, and an owner who is inspected, keeps smoke and CO detectors and GFI outlets working, completes the Village's landlord seminar, and passes a security audit by the Neighborhood Standards Officer can be designated a 'Certified Owner' under Section 22-508 and advertise as a Certified Landlord.

Where a common area is shared by more than one rental unit, none of the units served by that common area is considered compliant for registration purposes until the shared area itself passes inspection.
