Once a dwelling unit is subject to the Certificate of Property Code Compliance process under Chapter 1763, only a Registered Inspector may conduct the required examination. 03(a) requires the owner's application to the Commissioner of Building Inspection to name that inspector, who must already be registered with the Commissioner as provided by the Chapter; the inspection covers electrical, heating, plumbing, and structural safety and habitability items, using the Commissioner's standard form, and the completed report must be filed within 30 days of the application. 03(f), but only from an inspector who still meets this registration and certification standard, keeping every CPCC-qualified inspector under direct City oversight.

04 sets the qualification and registration mechanics behind that requirement: anyone certified by the State of Ohio, the Ohio Building Officials Association, or the Commissioner to perform PCC-type inspections must register with the Commissioner on the prescribed form and pay a $25 annual fee, and the Commissioner sets the minimum qualifications for each trade and decides who is deemed qualified. 05(b) backs this with a direct prohibition: no registered inspector may fail or refuse to file an inspection report within the time an application or a Commissioner's order requires.
