Westminster, CO Rental Inspections: Inspection Programs (2026)

Under Section 11-12-12 of the Westminster Municipal Code, the City Manager, acting through the building division, inspects rental properties on a fixed schedule keyed to age: properties under six years old are not scheduled at all, properties between six and 20 years old are inspected every four years, and properties older than 20 years are inspected every two years. That frequency can increase if violations show a pattern of failing to maintain a decent, safe and sanitary condition, but a schedule cannot be stretched beyond six years between inspections.

Rental dwellings (three units or fewer) are instead inspected only on a complaint basis with no fixed schedule, per Section 11-12-11(A)(2). Owners get a letter of intent to inspect at least 30 days ahead for scheduled inspections and a verification notice at least seven days before, per Section 11-12-12(C). Section 11-12-11(B) sets the right-of-entry procedure: the inspector must first seek permission from the tenant or owner, and if entry is refused, may obtain a court order from the municipal judge under Rule 241(b)(2) of the Municipal Court rules, using reasonable force if necessary once the order issues.
