Bristol, CT Rental Inspections: Tenant Complaint Process (2026)

Section 12-133 of the Housing and Property Maintenance Code authorizes the director of health to inspect any premises in the City of Bristol on a complaint that an alleged violation of the housing code or its rules and regulations may exist, giving tenants a direct path to request an inspection rather than relying solely on the director's own initiative under subsection (a)(2). Once the director determines that a premises fails to meet the code's requirements, § 12-134 requires a written notice of violation that must describe the premises, specify each alleged violation, set the last day for correction and specify any appeal procedure, served on the owner, occupant, operator or agent personally or by certified mail.

If those persons cannot be found after diligent effort, the code allows service by posting the notice at the premises and publishing it in a newspaper of general circulation in the city. After the correction period runs, the director must reinspect the premises to confirm compliance, and may hold administrative hearings on the violation and the corrective action being taken. A tenant's complaint therefore sets in motion a documented cycle of inspection, written notice, correction deadline and reinspection, with the housing code appeals board available under § 12-139 for any owner who wants to contest the resulting notice or order.
