Georgetown, TX Rental Property Rules: Repairs & Habitability (2026)

Georgetown adopted the 2021 International Property Maintenance Code by reference under Sec. 06. Sec. 3, Heat Supply, to require that any owner or operator of a building who rents, leases, or lets one or more dwelling units or sleeping units, under a lease term that expressly or impliedly promises to furnish heat, must supply that heat year-round and keep every habitable room, bathroom, and toilet room at a minimum of 68 degrees Fahrenheit (20 degrees Celsius). The requirement isn't seasonal or tied to outdoor temperature triggers found in some other cities' codes; it applies year around whenever the lease includes heat as an amenity.

Enforcement runs through the City's designated Building Official under Sec. 010(B), and Sec. 64 of the Code of Ordinances, which hears property-maintenance appeals under its own bylaws. A related amendment, Sec. 20, rather than the Property Maintenance Code itself. The Property Maintenance Code and its local amendments apply to all existing premises in Georgetown and set the minimum standard for premises, structures, and equipment, meaning the 68-degree heat floor is a citywide baseline a landlord cannot contract around once heat is part of what's provided under the lease.
