Full Breakdown
Section 14-203 makes it a violation of Article V to operate a hosted or non-hosted vacation rental without both a registration and a certificate of compliance, with every day of unregistered operation counting as a separate violation; advertising a stay of less than 30 days more than three times a year is treated as direct evidence of an unregistered vacation rental. A separate registration is required for each individual dwelling unit. Registration fees under Section 14-225 run $250 to register a hosted rental and $1,000 for a non-hosted rental, with annual renewal at $125 (hosted) or $750 (non-hosted); application amendments cost $75 or $375.
Registrations and certificates of compliance issued under Section 14-207 all expire on September 30 each year regardless of issue date (except that certificates issued in the 180 days before September 30 roll to the following year), and Section 14-208 requires renewal applications at least 60 days before that date to avoid the late fee, with any application filed after September 30 processed and charged as new. Section 14-209 requires a Florida Building Code and Fire/Life Safety Code compliance inspection at registration and each renewal of a non-hosted rental; missing a scheduled inspection or failing to make the property available within 20 days of the City's written notice is itself a separate daily violation, and a missed inspection triggers a re-inspection fee.
Section 14-210 requires the non-hosted owner or a designated agent to be reachable by phone 24 hours a day, to be physically present at the property within 60 minutes of a call from an occupant, code officer or police, to inspect the unit after every rental period, and to keep a three-year log of every guest available to the City on request; omitting a guest from that log is grounds to revoke the registration. Fees may be adjusted annually by City Council resolution.
Violations & Fines
Operating without registration is a per-day violation under Section 14-224, enforced through Chapter 6 code enforcement with an immediate notice of violation rather than a warning. Civil violation tickets run $200 uncontested/$300 contested for a first offense and $400/$500 for repeat offenses; operating without DBPR or City registration draws a flat $500 penalty, and false or misleading application information carries a $2,500 fine. A third violation can suspend the certificate up to 365 days, a fourth up to 730 days, escalating 90 days per additional violation up to 12 months.
