Summary
Plantation requires every commercial, industrial, and larger multifamily building to provide off-street loading space sized and located under § 27-126, with the exact count set by Table 126-1 based on gross floor area or dwelling-unit count.
Section 27-126 - Off-Street Loading (a)General Provisions: Adequate space for loading and unloading of materials, goods or things, and for delivery and shipping, shall be provided and maintained on the same plot as the building which it serves. Where any structure is enlarged or any use is extended so that the size of the resulting occupancy comes within the scope of this section, the full amount of off-street loading space shall be supplied and maintained for the structure or use in its enlarged or extended size.(b)Dimensional Standards for Loading Spaces: For the purposes of this section, each loading space shall be of sufficient size to accommodate the types of vehicles likely to use the loading area. The minimum loading space size that presumptively satisfies loading space needs is at least 10 feet wide and 25 feet long with 14-foot vertical clearance for commercial and residential uses, and at least 15 feet wide and 45 feet long in industrial uses. The PZED Director may require a larger loading space or allow a smaller loading space on determining that the characteristics of the particular development warrant such increase or reduction and the general standard is met.

Full Breakdown
Section 27-126(a) requires adequate space for loading, unloading, and delivery to be provided and maintained on the same lot as the building it serves, and that requirement follows any expansion or change of use that brings a property within the section's scope. Under § 27-126(b), each loading space must be sized for the vehicles likely to use it; the presumptive minimum is 10 feet wide by 25 feet long with 14 feet of vertical clearance for commercial and residential uses, rising to 15 feet wide by 45 feet long for industrial uses, though the Planning, Zoning and Economic Development Director may require a larger space or approve a smaller one based on the development's characteristics.
Section 27-126(c) directs that loading areas be located to the rear of the use they serve where possible, adjacent to the building's loading doors, and designed so vehicles can maneuver safely from a public street without obstructing the right-of-way or any parking area. Table 126-1 sets the minimum number of spaces: multifamily buildings need one space for 20 to 50 units, two for 51 to 300 units, and three for 301 or more; institutional and commercial uses other than offices need one space at 20,000 square feet, scaling up to four spaces plus one per additional 100,000 square feet above 200,000 square feet; office buildings need one space per 100,000 square feet; and industrial uses need one space at 10,000 square feet, scaling to three spaces plus one per additional 50,000 square feet above 60,000 square feet.
Violations & Fines
A structure that expands or changes use into the scope of § 27-126 without supplying the loading spaces Table 126-1 requires is out of compliance with the site's loading standards, which is enforced through the city's site plan and zoning compliance review rather than a standalone citation; a project cannot receive site plan or building permit approval until the required loading spaces are shown and maintained.
