Under 50 O.S. 1.1 and related provisions, municipalities and counties cannot adopt zoning or land-use rules that effectively prohibit established agricultural operations from continuing where lawfully begun. Local governments retain authority to plan growth and address public health and safety, but cannot enact zoning that singles out conforming farms for closure. Annexation of farmland into cities does not automatically revoke right-to-farm protection. Disputes are typically resolved by demonstrating that the operation was established and lawful before the zoning change.
