Edmond, OK Parking Rules: EV Charging (2026)

Edmond Code of Ordinances § 10.68.140 works in steps. Subsection (a) authorizes the City Manager, or his designee, to designate parking spaces for the exclusive use of recharging electric vehicles, and the designation is made by the installation of appropriate signs. The sign is what turns an ordinary space into a reserved one.

Subsection (c) then sets the rule for drivers. Where signs designating a parking space for the sole use of charging electric vehicles are erected, no person shall park a vehicle there unless the vehicle is an electric vehicle and is connected to an electric charging station. Both conditions must be met at the same time. A gasoline car fails the first condition. An electric vehicle that sits in the space without being plugged in fails the second. Either one is parked in violation of the section.

The rule covers the places the section lists: any street, municipal parking lot, or municipal parking garage, or any portion of a street, parking lot, or parking garage so designated. Because a portion can be designated, a single marked stall inside a larger Edmond city garage is covered even when the rest of the garage is open to general parking.

Subsection (e) defines "electric vehicle" to include plug-in all-battery and plug-in hybrid electric vehicles licensed to operate on public roads. A plug-in hybrid therefore qualifies for a marked space in Edmond, provided it is connected to the charging station while it is parked.

There is an exception. A vehicle transporting a disabled person with the proper state placard may also park in a marked charging space while loading or unloading. The exception is tied to loading and unloading, not to general parking.
