1 establishes the Rural (RL) zoning district specifically to let "low density residential development coexist with agricultural and related uses," with clustering of development and open-space dedication encouraged. 1, "Rural Farms," then lists exactly what qualifies for protection: field, commercial and non-commercial crops, horticulture, silviculture, fruit and nut production, beekeeping, farm animals, horse and cattle ranching, groves, tree and plant nurseries, poultry and egg production, milk production, and animal breeding, raising, training, stabling or kenneling. All of it is permitted outright on parcels the city's Land Use Plan map designates Rural or Estate, consistent with the comprehensive plan, provided the activity doesn't become a nuisance to adjacent properties or the neighborhood, which is the ordinance's own nuisance-based limiting principle rather than a numeric one.

Table 405-3 then splits farm-animal allowances by district: RL parcels of 20 acres or more face no head-count limitation at all, while smaller RL parcels, Estate (E) and RS1 lots are capped at three four-legged animals per acre and ten two-legged animals per acre; every other residential and nonresidential district in the city, including all standard single-family and multi-family zones plus B1/B2/B3 commercial, PID, TND, ML, SD, OS and CF, permits no farm animals at all, though urban farms, urban gardens, community gardens and TUP-based mobile produce vending remain available. Any structure built to support agricultural use within RL, E, or RS1 must sit at least 50 feet from every lot line.
