120 declares that no agricultural activity, operation, or facility consistent with the city's comprehensive plan and zoning ordinance, and conducted for commercial purposes according to customs followed by similar operations in Ventura County, can become a public or private nuisance due to changed conditions nearby, once it has operated more than one year without being a nuisance at the outset; the protection does not apply if the operation blocks a navigable waterway or a public park, square, street, or highway. 130 defines protected activity broadly: cultivation and tillage, dairying, irrigation, frost protection, pest and disease management, harvesting, viticulture, apiculture, horticulture, raising livestock, fish, or poultry, and related marketing and transport.
