25 CCC gives working farms and timberland a real, quotable shield against noise complaints. 050(A)(5) exempts 'sounds originating from forest land management activities or agriculture activities' outright from the chapter's public noise disturbance rules. 050 may be determined to be a public noise disturbance, to the extent that the particular source of the noise is exempted,' so tractors, harvesters, irrigation pumps, orchard equipment, log trucks and other equipment used in bona fide farm or forest-land operations cannot be cited as a noise nuisance under this chapter regardless of the hour.

020(C) explain that the Board of County Commissioners adopted these county-specific rules, including this exemption, because it found 'special conditions exist within the county which make necessary any and all differences' from the state Department of Ecology's standard noise regulations, reflecting Cowlitz County's rural, timber and farm-dependent character. The protection is limited to noise: it does not exempt agricultural or forestry operations from other CCC chapters, such as the Chapter 17 Forest Practices provisions or the land use standards in Title 18.
