Summary
Renting a Kissimmee home for less than 30 days is banned in residential districts unless it sits in an SRPUD or MUPUD short-term-rental overlay approved through the PUD process, a restriction old enough to predate Florida's 2011 preemption cutoff.
The rental of a dwelling for less than 30 days in a residential district is prohibited except in the following cases:
1. The dwelling is located in an SRPUD or MUPUD district within an STRO district and the dwelling was approved by the city for short-term rental or time-share use during the planned unit development approval process or the dwelling was approved prior to the creation of STRO district regulations and the approval remains in effect.
2. The dwelling is approved as a conditional use in a residential district (see Table 4-1) in accordance with this section and is located in a STRO district, or was approved prior to the creation of STRO district regulations and the approval remains in effect.
C. New development. New short-term rentals and time-share dwellings shall meet the following standards:
1. Minimum project size. Two acres and at least 12 dwelling units.
2. Roadway access. Direct access to a collector or arterial road.
3. Buffer. The development shall be separated on each side from areas which have not been approved for short-term rental or time-share dwelling use by a 15-foot or wider common area buffer with dense vegetation or a wall at least six feet high. A waiver to the size of the buffer may be granted by the DRC when the development is adjacent to a non-residential district.
4. Location within mixed developments. Developments which have one or more sections approved for short-term rentals or time-share

Full Breakdown
Kissimmee's Land Development Code prohibits renting any dwelling in a residential district for less than 30 days, with only two narrow exceptions: the unit sits in an SRPUD or MUPUD district approved for short-term rental or time-share use during PUD review, or it was approved before the city created its Short-Term Rental Overlay and that approval still stands. Florida Statutes section 509.032(7) generally bars cities from prohibiting or restricting the duration of vacation rentals, but grandfathers ordinances adopted on or before June 1, 2011. This rule traces to Ordinance No. 2038 from 1994, predating that cutoff, so it likely remains enforceable against unapproved short-term rentals in ordinary residential districts, but confirm current enforcement with the city before relying on it.
Violations & Fines
Advertising or renting a house for under 30 days outside an approved STRO, SRPUD, or MUPUD district is a zoning violation subject to code enforcement, separate from any state DBPR licensing requirement.
