The permit application requires full contact details for both the host (owner) and a designated Local Contact Person, who must sign the application, and the application notes that the designated person must be available 24/7 and able to respond within 30 minutes. Section 5.92.050(9) requires the in-unit guest notice to include the name of the local contact person and a telephone number reachable on a 24-hour basis, along with emergency contact information. These are the City of Alhambra's own standards under Chapter 5.92; the application separately asks whether the host resides on-site while guests are present, but that is informational and not an operating requirement. State law does not mandate host presence, leaving the 24/7 contact requirement to the local ordinance.
Failing to maintain a reachable 24/7 contact who responds within 30 minutes, or failing to post the contact and emergency information for guests, violates Section 5.92.050 and is enforceable by administrative citation (up to $1,500 / $3,000 / $5,000 within 12 months) or as a misdemeanor. An unresponsive contact compounds the underlying complaint and can accelerate the three-violations-in-12-months automatic revocation.
