These limits are the City of Alhambra's own standards under Chapter 5.92, not Los Angeles County rules; California state law does not set a uniform STR occupancy cap, leaving it to local ordinance. The two-guests-per-bedroom standard is also one of the regulations the host must initial on the self-certification page of the permit application.
Exceeding two guests per bedroom, hosting unregistered guests, or holding a prohibited event violates Section 5.92.050 and is enforceable by administrative citation (fines up to $1,500 / $3,000 / $5,000 for first/second/third citations within 12 months) or as a misdemeanor under Section 1.12.020. Three established violations within a 12-month period trigger automatic revocation of the STR permit.
