Alhambra short-term rentals must observe quiet hours of 10 PM to 7 AM. During quiet hours no sound-producing device may be used outdoors or heard beyond the property line, and outdoor pools, spas, and hot tubs are closed. Section 5.92.020 of the Alhambra Municipal Code defines quiet hours as the hours of 10 PM to 7 AM. Section 5.92.050(10) provides that no radio receiver, musical instrument, phonograph, loudspeaker, karaoke machine, sound amplifier, or any sound-producing device or equipment may be used outside on the premises, or inside the premises if audible beyond the property line, during quiet hours. Section 5.92.050(5) prohibits the use of all outdoor pools, spas, and hot tubs between quiet hours. Section 5.92.050(14) further requires the STR to comply with all provisions of Chapter 18.02 (Noise and Vibrations Control Regulations), the City's general noise ordinance, which applies around the clock in addition to the STR-specific quiet hours. The host or local contact person must be available 24 hours and respond within 30 minutes to a noise complaint (5.92.050(6)), and emergency and contact information must be posted for guests (5.92.050(9)). These are the City of Alhambra's own quiet-hour standards under Chapter 5.92, layered on top of citywide Chapter 18.02; Los Angeles County's noise rules do not apply inside the city. The quiet-hours and sound-device limits are items the host must initial on the self-certification page of the permit application.
Noise during quiet hours, or violating Chapter 18.02, is enforceable through the STR ordinance by administrative citation (up to $1,500 / $3,000 / $5,000 for first/second/third citations within 12 months) or as a misdemeanor under Section 1.12.020. Because noise complaints are the most common STR enforcement trigger, three established violations within a 12-month period cause automatic, permanent revocation of the permit for that property.
