Short-term rentals are permitted only in single-family residential dwelling units, and use of portions of a unit for 'day-use' (a portion of a day) is not allowed. When a permit is approved, the city mails neighbors within 300 feet a summary that includes the maximum number of occupants permitted to stay in the unit, so the cap is tied to each specific permit. Each bedroom used for the STR must have an emergency escape or rescue exit plan posted, and sleeping areas must include at least shared use of a full bathroom.
Exceeding the permitted occupancy is a violation of the STR permit conditions and Section 19.348.080, prosecutable as a misdemeanor or infraction under Chapter 1.04, with each day a separate offense. Repeated or serious violations are grounds for the Director to modify, suspend, or revoke the permit, and conditions in violation may be abated as a public nuisance.
