Buena Park ties STR parking to the permit. Section 19.348.080(C) requires the application to state the maximum number of vehicles allowed for overnight occupants - including the host's and other long-term residents' vehicles - and the location of designated on-site parking spaces, and it requires that all required garage spaces be used for storage of operable vehicles. The city FAQ answers the street-parking question directly: 'All guests and host parking must be accommodated onsite as shown on the permit application.' If the garage is counted toward the available on-site spaces, Section 19.348.080(E)(5) requires the permittee to provide renters access to that garage. The house rules also enforce emergency access: no limousine or bus parking, and no stopping without the driver's presence, is allowed in any manner that would interfere with emergency vehicle access, and the driver must immediately move the vehicle from an emergency access area in an emergency. The floor-plan sketch submitted with the application must show the designated on-site host and guest parking spaces. These provisions make on-site parking capacity a fixed condition of each permit rather than a guideline.
