Norman, OK Short-Term Rentals: Occupancy Limits (2026)

NCC 20-2702, General Conditions, states that 'only one party of guests are permitted per short-term rental and anyone under the age of 18 is prohibited from renting the short-term rental.' The same subsection separately bars 'use of the short-term rental for any commercial or social events,' closing off both large gatherings and business use of a licensed unit. Occupancy is tied to the physical unit at the application stage: NCC 20-2703 requires the owner to state 'the number of bedrooms and the proposed occupancy limits' and to submit a floor plan showing egress windows and fire exits, and NCC 20-2704 requires the issued license to record the 'bedroom limit and guest occupancy limit' by address.

NCC 20-2707 requires the license holder to post the resulting occupancy limits, along with the noise and parking restrictions, in a prominent guest-visible location and in an information packet given to guests. Because occupancy and the one-party rule are conditions of the license itself, a violation, such as renting to a group under 18 or hosting a second concurrent party, is evaluated the same way as any other license condition under NCC 20-2709: the City weighs the frequency of the violation and whether it was intentional over the 24 months preceding a license application.
