Revere Code Chapter 8.09 (Short-Term Rentals, adopted August 24, 2020) caps occupancy at two persons per bedroom up to a maximum of six people total, exclusive of children under age 12. Only entire residential units owned by an operator who maintains a Revere primary residence may be rented; rooms or partial units are prohibited.
Revere's STR ordinance, codified at Chapter 8.09 of the Revere Code, was adopted by the City Council on August 24, 2020 and is administered by the Office of Short Term Rental, which officially opened July 1, 2021. The ordinance limits each STR to two persons per bedroom up to a maximum of six guests total, exclusive of children under the age of 12. Short-term rental of rooms or other partial spaces within a unit is prohibited; only entire residential units may be rented. The operator must own the property and the property must contain the operator's primary residence in Revere. STR use is capped at six cumulative months of rental per calendar year and individual stays must be fewer than 30 days. Annual registration with the Office of Short Term Rental is required, and the unit is subject to annual inspections by both the Office of Short Term Rental and the Revere Fire Department's Office of Fire Prevention. Operators must also register with the Massachusetts Department of Revenue STR Registry under MGL c.64G and MGL c.62C, Β§67. State sleeping-room minimums under 105 CMR 410 (Minimum Standards of Fitness for Human Habitation) - 70 square feet for one occupant plus 50 square feet for each additional occupant - and 780 CMR (Massachusetts State Building Code, Tenth Edition) bedroom and emergency-egress standards apply on top of the local six-person cap. Operators must maintain accurate records of guest names and rental dates for three years.
Exceeding the two-per-bedroom or six-person cap, renting rooms rather than the entire unit, or operating an unregistered STR can result in registration revocation, fines, and orders to cease operation by the Office of Short Term Rental. Annual inspection failures by the Office of Short Term Rental or the Revere Fire Department Office of Fire Prevention prevent renewal. Listings on platforms must be delisted under MGL c.64G, Β§13 if state DOR registration is invalid.
