Toledo Municipal Code § 702.04(c) is short but binding: 'Parking. The number of overnight vehicles permitted on the property shall be identified in the operating permit.' That figure is not set by a fixed citywide ratio; instead it flows from the site plan operators must submit with their permit application under § 702.03(b)(8), which requires 'a basic site plan identifying the number of sleeping rooms for maximum occupancy and the number and location of designated off-street parking spaces for the maximum number of vehicles allowed for overnight occupants.' In practice, the Division of Taxation cross-checks the parking figure against the occupancy cap set in § 702.04(b), two overnight occupants per sleeping room plus two more, so a unit's permitted vehicle count is meant to reflect realistic guest parking demand rather than an arbitrary number the operator picks.

Because the site plan and resulting permit are unit-specific, parking allowances can differ from one short-term rental to the next depending on lot size and available off-street spaces; the ordinance does not authorize on-street parking as a substitute and speaks only to spaces 'designated' and located on the property itself.
