02 makes it unlawful to operate a short-term/vacation rental, offer one for rent, or advertise one for rent within the village without a current, valid license, and each license is valid for one year subject to renewal. 01 as a room, dwelling unit or portion of a residential structure rented for fewer than 30 consecutive days to someone outside the owner's family, excluding licensed hotels and motels. 03, the property owner submits a written application with a registration statement and a signed affidavit agreeing to abide by the chapter's rules.

The Community Development Department reviews every application against listed standards, including whether the rental would have a negative cumulative effect with other short-term rentals nearby, whether it would adversely affect neighboring property values, and whether it complies with all rules in the chapter. The Village Manager may approve, approve with conditions, or disapprove the application after that report, and may deny a license outright if denial is found to be in the public interest regardless of how the standards are otherwise met. Renewal requires that the prior year's license was not revoked or suspended and that the rental received no citations from a village inspector or police officer during the prior calendar year.
