Buena Park STR applicants apply on a city form (via the Deckard/Host Compliance portal) and must submit proof the host resides at the property, a floor-plan sketch, parking details, hold-harmless and house-rules acknowledgments, and an HOA letter of no objection if applicable. The city-issued permit number must appear in every listing or advertisement.
Section 19.348.080(C) lists exactly what an applicant must submit on the city's form, signed by the host: the property location; host and authorized-agent contact details including a 24-hour phone number; adequate documentation (driver's license, voter registration, vehicle registration, utility bills, or property tax records) showing the host resides at the unit as their primary residence; a floor-plan sketch identifying sleeping areas, the proposed maximum number of guests, evacuation routes, fire-extinguisher locations, and square footage; the maximum number of vehicles for overnight occupants and the location of designated on-site parking spaces; written acknowledgment agreeing to the STR rules, business-license requirements (Title 5.00), and TOT requirements (Chapter 3.16); a copy of the standard rental agreement with house rules; a hold-harmless and indemnification agreement; a declaration under penalty of perjury; disclosure of prior STR permits; and a Letter of No Objection from the HOA if applicable. The FAQ specifies applicants must provide TWO of the residency documents. Applications go through the city's online portal (Host Compliance / Deckard at portal.deckard.com). All advertising must include the city-issued STR permit number, and a copy of the house rules and the permit must be posted prominently inside the unit. Records of guest hosting dates and financial documentation must be kept for five years and made available for audit.
Incomplete applications are not processed, and the permit fee plus application fee must be paid before an application is deemed complete. Providing false or misleading information in any required submittal is grounds for the Director to modify, suspend, or revoke the permit, and a false declaration violates the perjury declaration required by Section 19.348.080(C). Advertising without a valid permit number is itself a code violation.
