Whittier's framework is a city program; Los Angeles County's separate online STR registration and TOT system applies only in unincorporated areas, not in incorporated Whittier.
Failure to register an STR (operating without a valid permit/license) was identified in the 2023 staff report as a citable minor violation, with the recommended schedule of $1,000 for a first offense and $2,000 for subsequent offenses, and revocation after three violations. Failure to register for the Transient Occupancy Tax under Chapter 3.20 is a separate violation; operating a lodging business without the required Transient Occupancy Registration Certificate exposes the operator to the City's TOT penalty and interest provisions and to collection of unpaid tax.
