Chapter 13.56 covers excavating, erecting, or placing anything, including posts, signs, poles, fences, guardrails, walls, and loading platforms, in a Gardena highway, sidewalk, or right-of-way. Applicants file a written application with the Public Works Department (§ 13.56.090), stating name, address, and other details the city engineer requires, and sign a save-harmless agreement indemnifying the city against claims arising from the work (§ 13.56.110). Contractor-permittees must carry public liability insurance, with a minimum of $500,000 absent a different amount set by council resolution, while homeowner-permittees provide a copy of their homeowner's policy (§ 13.56.310).

The engineer may deny a permit when it is not in the public interest, endangers health or safety, or falls within three years of a street being newly capped, overlaid, or sealed, except for emergencies, utility interruptions, or work mandated by law (§ 13.56.070). A permit becomes invalid if work is not started within 60 days or is not diligently pursued, and the engineer may cancel a permit for those same reasons or for failure to protect the public (§ 13.56.160, § 13.56.080). Permanent encroachments, such as buildings, fences, walls, or signs, skip this chapter and instead need an encroachment permit under Zoning Chapter 18.50 (§ 13.56.060).

If ownership of an unpermitted encroachment cannot be identified, the city may remove and store it for 30 days before disposal; if the owner is known, the city gives notice and, absent a permit application within three working days, may remove it, charging removal and storage costs before returning the property (§ 13.56.210).
