Greenwood, IN Sidewalk & Pedestrian Rules: Encroachment Permits (2026)

Sec. 7-45(a) of the Greenwood General Ordinances makes it unlawful to cut, dig up, excavate, tunnel under, undermine or otherwise damage a roadway, alley, street, sewer, sidewalk or right-of-way, or to leave equipment or excavated material obstructing one, without first getting a written permit from the City. Applications go to the Community Development Services Department, Engineering Division, under Sec. 7-45(b), and must state the applicant's name and address, the nature, location and purpose of the disturbance, and start and completion dates. Sec. 7-45(d) sets nonrefundable permit and review fees by disturbance type: $200 per cut for a public roadway excavation, $100 per cut for a non-roadway excavation, $200 per bore for pushing or boring under a roadway, $50 per cut for a public sidewalk disturbance, $50 per pole for placing or removing poles or overhead lines, $1 per lineal foot for an open linear cut or bore, and $25 for any other disturbance, all deposited to the General Fund.

Sec. 7-45(e) requires a performance security bond or irrevocable letter of credit, $15,000 for a public roadway excavation or bore, $1,500 for other disturbances, held until the Community Development Services Department confirms the work is complete and up to city standards. A maintenance security equal to the performance amount stays posted for three years on roadway work and six months on other disturbances. Sec. 7-45(f) requires at least $1,000,000 in general liability insurance for the coverage period, and Sec. 7-45(g) requires restoring the right-of-way to as good or better condition, maintained for 12 months.
