Greenwood, IN Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Section 6-339 of the General Ordinances makes it unlawful for any person to obstruct, or cause to be obstructed, a street, alley or sidewalk anywhere in the City of Greenwood. The ordinance carves out two limited exceptions: depositing building materials in front of or behind a building actively under construction, and events or activities that the Board of Public Works and Safety authorizes to occupy a street, alley or sidewalk at its discretion. Authorized street-closure events aren't free: the code sets a specific fee schedule for the City's closure equipment, $75.00 per piece of equipment per hour, $50.00 per person per hour staffing the closure, and per-day charges ranging from $1.00 for a cone or sign post to $10.00 for a type 3 barricade, with the event organizer responsible for supplying any specialty or non-regulatory signage.

Outside those exceptions, § 6-339(b) lets the Chief of Police or another designated enforcement official physically remove any obstruction impeding free use of an alley or sidewalk to a suitable location, and § 6-339(c) lets the City recover the removal cost from the person who caused it, provided the City first gave that person reasonable notice to clear it themselves. Section 6-339(d) designates both Greenwood Code Enforcement Officers and Greenwood Police Department members as enforcement officials for the section, giving the City two departments that can act on a blocked sidewalk or street complaint.
