Irvington, NJ Sidewalk & Pedestrian Rules: Encroachment Permits (2026)

Township Code § 555-12 bars anyone from encumbering or obstructing a street or public place with building materials, dumpsters, or moving, storage or shipping containers without first getting a permit from the Department of Public Works (§ 555-12A). Once issued, the permit must be affixed to the front of the material or container so it faces the street and is visible to passing traffic (§ 555-12B), and the item can only be placed where street parking is otherwise allowed (§ 555-12C). Permit costs scale with how long the obstruction stays: $100 for seven days, $200 for 14 days, and $300 for 21 days, each in addition to any associated fees, and nothing may occupy the street for more than 21 days under any circumstance (§ 555-12E).

A related fee schedule in § 555-13 sets a flat $50-per-dumpster inspection fee with its own renewal structure, a six-foot maximum width of street that can be occupied, and an exemption from the fee for civic groups using a dumpster for 14 days or less. Anyone who skips the permit, or parks the item where street parking is not allowed, faces a summons and has the material or container towed and impounded by the Township; release requires clearance from the Police Department and payment of all impoundment fees (§ 555-12D).
