Lake Havasu City, AZ Sidewalk & Pedestrian Rules: Encroachment Permits (2026)

Lake Havasu City Code section 11.10.010 makes it unlawful to construct, reconstruct, repair, alter, or grade within the public rights-of-way without a permit issued in advance and compliance with city standards, which the code defines to include the city's zoning and subdivision codes, engineering specifications, and, for wireless facilities, the terms adopted under Resolution No. 20-3420. An applicant must file a complete application listing the name, address, and license number of the party doing the work, the work location, engineer-sealed construction plans, a traffic control plan under Chapter 11.04, cost estimates, quantities of improvements removed or installed, and pre-construction photos of driveways, curbs, sidewalks, asphalt, landscaping, and walls.

The city can require general liability and automobile liability insurance naming the city as an additional insured, plus a letter of credit sized to the estimated cost of the work, approved as to form by the City Attorney, before issuing the permit. Anyone doing the work must hold a license under A.R.S. Title 32, Chapter 10, and after the permit issues, the permittee must give the city at least 24 hours' notice before starting work. Section 11.10.020 separately requires a traffic control plan submitted at least two business days before construction starts, conforming to the current Manual of Uniform Traffic Control Devices, and no work may begin until the city approves that plan.

Emergency repairs get limited relief: a permit is still required, but the permittee may proceed and must notify the city and obtain the permit within a reasonable time afterward.
