Manchester, CT Sidewalk & Pedestrian Rules: Encroachment Permits (2026)

Chapter 279, Article I of the Manchester Code of Ordinances governs private use of Town streets and highways, and the Board of Directors adopts the operating regulations under Section 279-1, with the Director of Public Works compiling a manual of permitted street work filed with the Town Clerk under Section 279-2. Two separate license requirements sit inside that framework. Section 279-6 makes it unlawful and a nuisance to place or continue the deposit of any building materials, such as lumber, dumpsters, scaffolding stock or fill, on any Town street or highway without a license from the Superintendent of Highways.

Section 279-5 imposes a parallel license requirement before moving any building through a street or highway, or letting a building in transit remain there. Neither section appears among the five nuisance sections, 279-7 through 279-11, that Section 279-12 fines directly at ten to one hundred dollars, so an unlicensed deposit of materials or an unlicensed building move falls back on the Code's general penalty clause, Section 1-2, which caps the fine at one hundred dollars and treats each day of a continuing violation as a separate offense.

Contractors and property owners planning curb-side material staging, dumpster placement or a house move through Manchester streets must apply to the Superintendent of Highways before work begins; Section 279-3 separately requires that any street or sidewalk obstruction created by the materials be guarded with barriers by day and barriers plus colored lights by night while the license is in effect.
