Article V of Chapter 70 governs private use of the public right-of-way in Mosinee. Section 70-141 exempts small residential encroachments such as fences, light poles and decorative pillars from needing a permit, and lets the council waive the requirement for other minimally intrusive uses that would otherwise cause undue hardship.
