Under Sec. 20.20, no one may construct, reconstruct, repair, alter, pave, or grade a sidewalk, curb, curb cut, driveway, parkway, or street within a public right-of-way or easement without first getting a permit from the city engineer. Any obstruction planted, built, or otherwise created within the right-of-way or easement also needs a permit, that one from the public works director. Sec. 20.21 lets the city engineer grant right-of-way use permits at his or her discretion when city safety and convenience are protected, and lets the engineer or city manager attach conditions. A separate café table right-of-way use permit applies specifically to outdoor seating in the community redevelopment district. All permits are revocable at will and grant no continuing right to use the right-of-way.
