STC § 3.10.090(A) sets the fee for inspection, review and assessment of construction and/or encroachment in dedicated and accepted town right-of-way, which covers sidewalk and street-frontage encroachments alongside new construction and utility connections. The base permit fee is $250.00, and the construction and/or site inspection fee is billed at 2.5 percent of the cost of construction, or a minimum of $75.00 per hour, whichever applies. Additional charges layer on depending on the project: a haul route fee of $150.00 where heavy hauling is involved, a traffic control plan check fee of $10.00 per sheet, and a right-of-way access fee of $150.00.

Larger projects that require a private improvement agreement, covering major utility work under Form A or roadway, concrete and drainage work under Form B, carry their own $250.00 base permit fee plus an administration and inspection fee equal to the greater of $500.00 or one percent of the cost of construction, rising to 2.5 percent for sewer connections to the town wastewater system under STC Title 13. A permit extension is free for the first extension, then $80.00 per additional extension under § 3.10.090(C)(2). Wireless communication facility work adds a $200.00 plan review fee on top of the base fee.
