No person shall place, keep, permit, suffer to be placed or kept on any sidewalk in front of, adjoining or adjacent to such real property, whether a building or buildings are located thereon, any item/items, including but not limited to goods, wares, merchandise, boxes, barrels, food, display signs or material things of any kind or description, nor shall the sidewalk be obstructed in any manner nor in any manner obstruct or interfere with the use of any such sidewalk. ... there shall remain a minimum unobstructed pathway on said sidewalk or the pathway to the entryway and/or doorway to any building equal to 36 inches in width or the width of a wheelchair whichever shall be the greater, in order to allow pedestrian traffic to pass and repass over the sidewalk and entryway and/or doorway to any building unobstructed.

Section 91-4 of the Sidewalks chapter, adopted 3-29-2005, bars anyone from placing or keeping goods, wares, merchandise, boxes, barrels, food, display signs or any other item on a sidewalk fronting their property, and separately bars anything that blocks the path from the public sidewalk to a building's entryway or doorway. Subsection C sets the numeric floor: a minimum unobstructed pathway of 36 inches, or the width of a wheelchair if that is greater, must always remain open; if the sidewalk or entry path is already narrower than 36 inches, no obstruction of any kind is allowed on it.
A limited loading exception in Subsection D lets a business set goods on the sidewalk temporarily while loading or unloading, but only without unnecessary delay and never longer than two hours. Enforcement runs through the Bethel ADA (Americans with Disabilities Act) Compliance Officer, who sends certified or overnight mail notice. Under § 91-5(B), a person notified over a general obstruction (Subsection A or B) has two business days, excluding Sundays and legal holidays, to move the items before being in violation; under § 91-5(C), a person notified over an overstayed loading obstruction (Subsection D) has only 24 hours.
Either violation exposes the owner to the § 91-6 fine of $100 per violation, with each successive uncorrected notice counted as an additional, separate violation, and to Town litigation to force compliance.
