Dade City Code of Ordinances § 78-83 makes it unlawful to place, maintain, or permit any obstruction of any kind on a city sidewalk, and separately bars anything projecting out over a sidewalk lower than eight feet, which sets the minimum overhead clearance a sign, awning, or branch has to leave for pedestrians. The section carves out one exception: a charitable organization or public-natured institution can ask the city manager for a permit, granted at the manager's discretion, to put up a temporary obstruction on the sidewalk for a limited time.

Section 78-2 targets sidewalk vending and street-front clutter specifically: no one may use or occupy a public square, park, street, or sidewalk to sell or offer to sell goods, wares, or merchandise, and no one may place or leave merchandise, showcases, barrels, wagons, carts, signs, advertisements, or similar articles in front of their premises on a sidewalk or street, for sale or any other purpose, without the city manager's permission. Read together, the two sections cover both the physical blocking of a walkway under § 78-83 and the commercial use of the sidewalk in front of a business under § 78-2, and both route the exception through the same city manager approval rather than a formal board hearing.

Chapter 78's obstruction rules sit alongside the separate right-of-way work permit in § 78-151 and the construction-related street obstruction permit in § 78-51, but neither of those provisions substitutes for the sidewalk-specific bans in §§ 78-2 and 78-83, which apply whether or not any digging or construction is involved.
