Dallas Code Chapter 43 regulates the use of public sidewalks and rights-of-way. Section 43-139 requires permits for most activities that obstruct or encroach upon the public right-of-way, with certain exceptions. Article VIII addresses certain uses of public right-of-way including outdoor dining, newsracks, and temporary structures. If construction work will block a sidewalk, a traffic control permit is required from the Department of Public Works. Any sidewalk closure lasting longer than one day must be identified by signage clearly legible to the traveling public. Property owners must keep sidewalks adjacent to their property clear of obstructions including overgrown vegetation, debris, and personal property. The city maintains authority to remove unauthorized obstructions at the owner's expense.
