00 sets the baseline: no one may place, or cause to be placed, anything on a sidewalk or roadway that obstructs, restricts or prevents its use, unless one of the following sections carves out an exception. 01 allows goods in transit on the outer one-third of the sidewalk for up to one hour during actual delivery or pickup. 02 permits construction materials, barricades and debris boxes fronting an active job site, provided pedestrian walkways stay open, construction doesn't stall for seven or more days, and any debris box left in the street beyond seven days gets a Public Works encroachment permit.

04 lets the City and approved public-service permittees install fixtures like benches, bus shelters and mailboxes as long as a 36-inch clear path remains. 14 separately cover temporary sidewalk use, outdoor dining, and sidewalk vending permits. 12: "Anything placed or permitted to remain upon any sidewalk or roadway, in violation of the provisions hereof, is hereby declared to be a public nuisance," and the Chief of Police is expressly authorized to abate it by physically removing the obstruction, in addition to any other legal remedy.
