Huntsville's Code makes it unlawful to encumber any street or sidewalk with goods, merchandise, lumber, fuel, or any other article or obstruction, unless the person holds a city building permit (Sec. 23-1). A separate section requires city council consent before erecting or maintaining any other obstruction or structure in a street, alley, or public ground (Sec. 23-2). Obstructions left out overnight must be marked with red warning lights (Sec. 23-3), and the police chief or director of public works services may remove any street or sidewalk obstruction that endangers pedestrians or traffic (Sec. 23-4).
