04 governs use of the city's streets and sidewalks. 200 makes it unlawful to place any article, thing, or obstruction in a street except under the permit conditions set out in the chapter, though it carves out temporary obstructions incidental to moving goods to and from abutting property and ordinary vehicle parking. 260 separately requires a permit before anyone occupies a street or sidewalk with materials or machinery tied to construction, demolition, or repair work, or for any other purpose. 270 requires at least six feet of clear sidewalk space for pedestrians, with a temporary plank walk or shelter built around the obstruction if that isn't practical, built to the building code.

280 requires openings, excavations, and obstructions to be barricaded, railed off, and marked at night with red warning lights spaced no more than three feet apart across the flow of traffic and fifteen feet apart along it. 400, when an encroachment or obstruction in a street is made or permitted by the abutting landowner, or allowed to remain by that landowner, outside these permit terms, the city can remove the obstruction and refill any excavation, then charge the cost to the landowner as a single lot special assessment. 440 assigns enforcement jointly to that department, the inspection department, the engineering department, and the police department.
