030 makes it unlawful to intentionally, knowingly, or recklessly obstruct a highway, street, sidewalk, railway, waterway, building entrance, elevator, aisle, stairway, or hallway open to the public, or to disobey a lawful order to move given by a peace officer, firefighter, or person controlling the premises acting to prevent an obstruction or disperse a crowd from a hazard. 'Obstruct' is defined as rendering a passage impassable or unreasonably inconvenient or hazardous, and the section carves out narrow exceptions. A business may display merchandise on the adjoining sidewalk if the display covers no more than 50 percent of the sidewalk's lineal footage, leaves a clear six-foot pedestrian path, shows only merchandise sold inside the store, stays under five feet tall, and produces no amplified sound except a brief demonstration at normal speaking volume.

30 also create a legal privilege to occupy the right-of-way, subject to the terms of those permits; an encroachment permit can be revoked with or without cause on 30 days' notice. 020, separately bars obstructing a street or sidewalk with debris, lumber, sand, gravel, dirt, or abandoned vehicles without a construction-related permit, and treats each day of an unlawful obstruction as a separate offense.
