Medford, OR Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Medford Code 5.280, titled "Persons Obstructing Sidewalks and Streets," states in full: no person shall stand or gather with others upon any street, street crossing, or sidewalk in a manner that obstructs the free passage of pedestrians or vehicular traffic. The provision is brief and general, targeting group standing or gathering rather than any single specific activity, and it applies to both sidewalks and street crossings, not sidewalks alone. This differs from the more detailed, numeric standard Medford applies to homeless sidewalk camping under 5.257(5)(g), which measures obstruction against a defined 48-inch path-of-travel threshold; 5.280 instead leaves "obstructs the free passage" undefined, relying on the ordinary meaning of blocking movement. The section was last amended by Ord. No. 2000-45 on March 16, 2000, and it sits in the same chapter as Medford's other public-right-of-way rules, including 5.260's ban on marking or defacing streets and sidewalks and 5.282's rule allowing homeowners to post "NO SOLICITORS" signs.
