Norman, OK Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

NCC 24-604, Obstructions of the Public Way or Access, bars anyone from blocking, encumbering or otherwise obstructing the free, convenient and normal use of a public sidewalk, street, highway, bridge, alley, road or other passageway, or the entrance, corridor or passageway of a public building or structure. The section reaches two distinct kinds of conduct: leaving, placing or depositing (or causing to be left, placed or deposited) any article, structure or thing in the right-of-way, and personally impeding, hindering, retarding or restraining traffic or foot passage after a police officer has requested the person move on.

The only built-in exception is for someone who has obtained an express City permit authorizing the obstruction, such as a sidewalk cafe permit, a construction encroachment permit or a special-event street closure. The section descends from Code 1976 § 15-704 and was last amended by Ordinance O-0304-30. It sits in the same Article 24-VI, Offenses Against Public Authority, as NCC 24-603 littering and a separate rule requiring drivers and their employers to immediately remove any material or dirt spilled onto public property, with each day the spill remains uncleaned counted as its own offense.

Sidewalk vendors, movers blocking a Campus Corner sidewalk with merchandise racks, or a homeowner storing a trailer across a public walk without a permit are the kind of conduct code enforcement and Norman police cite under this section.
