Rocklin, CA Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Section 8.04.020(B) of the Rocklin Municipal Code targets overgrown vegetation that impedes, obstructs or denies pedestrian or other lawful travel on sidewalks, walkways or public rights-of-way, treating it as one of the code's unlawful property nuisances. The subsection sets four specific clearance and sight-distance standards: vegetation over a public street or right-of-way must clear at least fourteen feet above the street surface; vegetation over a public sidewalk must clear at least eight feet above the sidewalk surface; any sign, hedge, structure, fence or natural growth on property adjacent to a private road or driveway that intersects a public street cannot exceed thirty inches above the pavement within a sight triangle measured ten feet back from the driveway edge along both the right-of-way line and the driveway; and any vegetation the public services department director determines obstructs sight distance is also covered.

The same subsection separately prohibits lawn or weeds over twelve inches in height that are visible from public view or likely to harbor rats or vermin. Hazardous vegetation and debris more broadly, dead, decayed or diseased trees and weeds, are cross-referenced to Rocklin's separate fire-safe vegetation chapter, 8.10, or any successor chapter. A property found in violation is declared a public nuisance under § 8.04.030 and abated through the notice, hearing and lien procedures in Chapters 1.08 through 1.18 of Title 1, with the enforcement authority (the city manager or a designated department head, building official or code enforcement officer) issuing the notice of violation and setting a correction deadline.
