The provision, from Ordinance 116 of 1969, opens Chapter 9.40 and is distinct from the chapter's loitering-near-bridges section (9.40.020), the sit-lie provision aimed at blocking passage (9.40.030), and the ban on blocking entrances to halls, churches, schools, or businesses (9.40.040). Section 9.40.050 exempts encroachments made under a city-issued permit from the whole chapter, so a sidewalk cafe, sign, or utility box placed under a valid encroachment permit is not a violation. The chapter's single penalty clause, Section 9.40.060, governs enforcement of this section along with the rest of Chapter 9.40.
