010 is the general obstruction ban: no person shall encroach upon or in any way obstruct or encumber any street, alley, sidewalk, public grounds, or land dedicated to public use, and the prohibition extends to permitting an encroachment to be placed or remain on a public way adjoining the owner's or occupant's own premises. 030. 020 lists specific allowances, such as building signs projecting no more than six feet and clearing ten feet above the sidewalk, awnings above seven feet six inches, brief loading of goods that does not block more than three feet of sidewalk for more than three hours, and planters or sidewalk-cafe fixtures approved for the central business district.

030 lets the director of public works issue a permit for other sidewalk fixtures in the B-4 business district, subject to conditions on width, insurance and non-attachment. 050: for a sidewalk obstruction, the director of public works issues a written notice to the adjoining owner or occupant giving 24 hours to remove it; for an obstruction in a street, alley or other public ground, the owner gets 30 days. 060 lets the director have the obstruction removed at the city's cost, then bill the owner directly, with unpaid bills becoming a special tax entry on the tax roll after 60 days.
