Clark County bars storing equipment, materials, or property on public sidewalks and erecting unpermitted tables, booths, or structures, with tighter no-obstruction zones near crosswalks and driveways enforced through the Strip resort district.
No equipment, materials, parcels, containers, coolers, packages, bundles or other property may be stored, placed or abandoned in or on the public sidewalk. This provision shall not apply to materials or property held or stored in a carry bag or pack which is actually carried by a pedestrian or items such as a musical instrument case or a backpack which is temporarily placed next to a street performer for that street performer's use unless said musical instrument case or backpack actually obstructs the sidewalk in violation of this chapter;
(b)Except in designated loading zones, vehicles may not stop in traffic lanes to load or unload equipment, materials, parcels, containers, packages, bundles or other property unto the public sidewalk. (Ord. 1617 § 1 (part), 1994)

Full Breakdown
Clark County Code Chapter 16.11 makes it unlawful to store, place, or abandon equipment, materials, parcels, containers, or bundles on a public sidewalk, or to erect a building, booth, structure, table or chair on one, unless the use qualifies as a permitted obstructive use (Sections 16.11.060, 16.11.070). Along the Las Vegas Boulevard South resort district, the county also designates marked no-obstruction zones near crosswalks, driveways, and intersections where sidewalk pedestrian flow drops below Level of Service C. Enforcement is countywide within unincorporated Clark County, including the Strip itself, which sits in unincorporated Paradise and Winchester townships rather than the City of Las Vegas.
Violations & Fines
Violation is a misdemeanor under Clark County Code § 16.11.090: up to six months in county jail, a fine up to $1,000, or both. Property left on the sidewalk may be impounded, and offenders may instead face a civil penalty of $250-$1,000 per violation through the county's civil diversion program under § 16.10.010.
