16, Obstructing Streets and Sidewalks, was enacted under the City's Government Code § 38775 authority to prohibit obstructions on public ways. 010 bars loitering or standing in a street, sidewalk or other pedestrian way in a manner that unreasonably obstructs or blocks the entrance to a business establishment, public building or other public facility. 030 sets the broader general rule: no pedestrian may loiter or stand on a street, sidewalk or public way so as to unreasonably annoy or molest another pedestrian, or so as to unreasonably obstruct or interfere with the free passage of pedestrians.

040 then exempts several categories from both sections: people standing in line to conduct business at an establishment or public facility, people distributing political or religious literature, people walking a picket line, and anyone else conducting lawful business or with a lawful reason to be on the street or sidewalk, so long as they otherwise comply with applicable laws governing those activities. The chapter dates to Ordinance 726 (1970) and has not been amended since codification.
